Ministry of Interior developes a project to prevent crimes and to reconcile police and public. From now on everyone can become a police after having a short training. The chief of the police department gets really upset to this situation and to prevent the project he chooses a group to train the most idiot, most unsuccessful and most miserable. By this way he hopes to cancel the project if this group fails. But the things doesn't go that way. This group of losers, success the training with luck and courage and they catch the criminals on the act. But ofcourse they do it on their way which is the most clumsy way...
